The Black Sea Trade and Development Bank (BSTDB) is considering providing financing to Rönesans Holding A.Ş, part of which will be utilised for the delivery of the Nakkaş toll-road construction PPP project. The Project constitutes a section of the Northern Marmara Motorway ("NMM") which spans over the Asian and European sides of the wider Istanbul and Marmara regions, providing an alternative transit route bypassing the existing traffic, increased due to the growing population and economic activity. The road will have a total length of 30.64km including connection roads and the 1,619m long Sazlıdere cable stayed bridge. The section to be constructed as part of the Project is expected to provide a corridor between the heavily congested urban areas of Istanbul and increase connectivity from these areas to the wider NMM network.
As per the BSTDB’s Environmental and Social Policy and Public Information Policy, the Project, due to its scale, has been screened as environmental and social (E&S) Category A. This requires a full Environmental and Social Impact Assessment (ESIA) process, including meaningful public consultation, and public disclosure. The Nakkaş PPP project is at an advanced construction stage, has undergone an ESIA process and has already passed public consultation and disclosure through the EBRD and project websites.
Notwithstanding previous disclosures, BSTDB is publishing the E&S information relevant to the Project on its webpage. Such information will be available for at least 60 calendar days for public sector operations before the Project is submitted to the BSTDB Board of Directors for consideration. Thus, any stakeholder directly or indirectly affected by the Project, or having an interest in it, can review such information, make enquiries, and provide comments. This, however, does not substitute for the obligation of the Client to identify stakeholders affected by, or interested in the Project, and communicate with them in a meaningful way.
