Ivaylo Moskovski Assumes Duties as BSTDB Vice President Finance
New Vice President Finance to oversee treasury, funding and the Bank’s financial management
Following a proposal by the Government of the Republic of Bulgaria, the Board of Directors of the Black Sea Trade and Development Bank (BSTDB) appointed Mr. Ivaylo Moskovski as Vice President Finance for a four-year term. Mr. Moskovski assumed his duties on 16 September 2026, succeeding Mr. Valeriy Piatnytskyi upon completion of his term.
In his new role, Mr. Moskovski will oversee the Bank’s finance functions, including treasury and funding, asset and liability management, accounting and budgeting, and financial reporting.
Mr. Moskovski returns to BSTDB, where he previously served from 2018 to 2022 as Vice President Operations, with responsibility for risk management and environmental, social and governance matters.

Having previously served in the Bank’s senior management, I look forward to building on that experience and working with colleagues to support the Bank’s financial strength and its capacity to deliver on its development mandate across the Black Sea region,” said Mr. Moskovski.
Prior to rejoining BSTDB, Mr. Moskovski served as Chairman of the Management Board and Executive Director of the Bulgarian Development Bank. He has also been elected to the Board of the European Association of Public Banks.
Mr. Moskovski has extensive experience in public administration, infrastructure and management. He served as Bulgaria’s Minister of Transport, Information Technology and Communications during several terms between 2011 and 2018, after serving as Deputy Minister from 2009 to 2011. He also headed the Managing Authority of the Operational Programme Transport.
He also served as a Member of the Bulgarian National Assembly and as a member of parliamentary committees covering transport and energy. Earlier in his career, he held management positions in private-sector companies with Bulgarian and foreign shareholders.
Mr. Moskovski holds a Master’s degree in Financial Management and a Bachelor’s degree in Public Finance. He speaks English, German and Russian.
