Lavna Coal Transshipment Terminal in Murmansk, Russian Federation

The Black Sea Trade and Development Bank (BSTDB) is considering providing support to the State Transport Leasing Company (STLC) for financing construction of the greenfield Lavna Coal Transshipment Terminal on Kola Bay in Murmansk.

The Terminal will occupy an area of 108 ha and will have a projected capacity of 18 million tons of coal per year. The coal will be transported to the Transshipment Terminal by railroad where it will be unloaded and temporarily stored in stockpiles, then transferred on vessels and shipped further by sea. The nearest settlements to the Terminal are Mezhdurechye and Mishukovo located at a distance of more than 500 m. The project design provides for advanced preventive and mitigation measures to effectively manage the coal dust, and will use modern transshipment equipment from market leaders such as the German Thyssenkrupp Industrial Solutions AG.

As per the requirements of BSTDB’s Environmental and Social Policy and Public Information Policy, construction of Lavna Coal Transshipment Terminal has been screened as environmental and social (E&S) Category A operation. This requires an Environmental Impact Assessment (EIA) to be carried out before any construction can start, a meaningful public consultation process, and public disclosure on the Bank’s webpage of any E&S information relevant to the operation. Such information will be disclosed minimum 30 calendar days before the operation is submitted to the Board of Directors for discussion. Thus, any stakeholders directly or indirectly affected by the Terminal, or have an interest in it, can review such information, make enquiries, and provide comments. This however does not substitute for the Sponsor’s obligation to identify stakeholders affected by, or interested in the Terminal, and communicate with them in a meaningful way.
