New BSTDB Vice President Assumes Duties

Following the proposal of the Government of the Republic of Romania, and upon the recommendation of the BSTDB President and Chairman of the Board of Directors Mr. E. Volkan, the BSTDB Board of Directors appointed Mrs. Valentina Elena Siclovan as a Vice President Banking of the Black Sea Trade and Development Bank. Mrs. Siclovan took up her duties from May 8, 2001.
Born on March 26, 1960 in Bucharest, Mrs. Siclovan has economic and finance-accounting degree from Romanian Academy of Economic Studies, and PhD in Financial Relations. She did her post-graduate studies at Dauphine University in Paris. Mrs. Siclovan speaks Romanian, English, French, and Spanish.
Having started as accountant at an industrial enterprise, she joined the Ministry of Finance of Romania in 1992 to become State Secretary of the Ministry in January 2000. Throughout her career at the Ministry, Mrs. Siclovan was involved in negotiations with IMF and World Bank, EBRD, European Investment Bank, other international financial institutions. She represented Romania in the Boards of Directors of the Council of Europe Development Bank and the Black Sea Trade and Development Bank.
Mrs. Siclovan is a member of the Romanian Chamber of Financial Auditors, and Experts Accounting & Authorized Accountancies.
At BSTDB Mrs. Siclovan supervises project financing and trade finance operations.
