Etlik Integrated Health Campus Operation, Türkiye

The Black Sea Trade and Development Bank (BSTDB) is considering providing financing to Ankara Etlik Hastane Sağlık Hizmetleri İşletme Yatırım A.S. (The Client), a special purpose company for designing, building, financing, operating and maintaining the Etlik Integrated Health Campus (The Project) with a capacity for 3,566 beds in Ankara, Türkiye. The Client has been awarded a 28.5-year concession by the Ministry of Health of Türkiye and will supply, operate, and maintain the hospital facilities. The Ministry of Health will be responsible for providing the medical care and services. The total project cost is estimated at EUR 1 billion, of which BSTDB may finance EUR 60 million.

According to the Bank’s Environmental and Social Policy, the Project has been screened as Category A due to potential significant risks and environmental and social impacts it may generate. Therefore, a full Environmental and Social Impact Assessment and comprehensive public consultation and participation are necessary to be carried out before the Bank can make an informed decision regarding the financing of the Project. The outcomes of the assessment and consultation need to be publicly disclosed at least 30 calendar days before approval by the Board of Directors.

  • Non-Technical Summary (NTS) in English and Turkish;
  • Environmental and Social Action Plan (ESAP);
  • Stakeholder Engagement Plant (SEP).
