Istanbul Metropolitan Municipality Waste Incineration and Energy Generation Project. Istanbul, Türkiye

The Black Sea Trade and Development Bank (BSTDB) is considering providing support to the Istanbul Metropolitan Municipality (IMM) to finance construction of a greenfield solid waste incinerator with energy generation capacity (the Project, or the Incinerator) in Kisirmandira, Eyüp District of the Istanbul Province. The Incinerator is projected to process 3000 tons of municipal solid wastes per day and will be fitted with energy recovery – a power plant of 90 MW capacity.

As per the BSTDB’s Environmental and Social Policy and Public Information Policy construction of the Istanbul Metropolitan Municipality Waste Incineration and Energy Generation Project has been screen as environmental and social (E&S) Category A operation. This requires for an Environmental and Social Impact Assessment (ESIA), a meaningful public consultation, and public disclosure on the Bank’s webpage of any E&S information relevant to the Project. Such information will be disclosed minimum 60 calendar days before the operation is submitted to the Board of Directors for approval. Thus, any stakeholders directly or indirectly affected by the Incinerator, or have an interest in it, can review such information, make enquiries, and provide comments. This however does not substitute for the IMM’s obligation to identify stakeholders affected by, or interested in the project, and communicate with them in a meaningful way.

Currently the following documents are available for public review and comments:

  • Non-Technical Summary (NTS) in English and Turkish;
  • Environmental and Social Due Diligence (ESDD) including the Environmental and Social Action Plant (ESAP) in English and Turkish.
  • Stakeholder Engagement Plan (SEP) in English and Turkish.
  • Impact on Flora and Fauna Report of the Transmission Line in Turkish and the Summary in English.
  • Environmental and Social Impact Assessment (ESAP) of the Transmission Line in Turkish.
