Description and Purpose of the Operation:
Provision of a project finance facility to a special purpose vehicle, CCN Laboratuar Hizmetleri ve Yoneticm Anonim Sirketi, Turkey, to design, finance, construct, operate and transfer a medical research center with 4 different biosafety level laboratories, through Public Private Partnership ("PPP") model.

Developmental and Regional Cooperation Impact:
The Project is expected to have positive economic benefits for the region, and the Turkish economy more both during the construction phase, as well as during the operational phase. The most relevant of these are new employment creation, demonstration effects, upstream linkages with suppliers, a favorable multiplier effect in the region, and most importantly improved and expanded provision of health care for the public.
Environmental Classification and Impact (summary):
According to IFC, EBRD, EIB, BSTDB and Equator Principles III categorizations the Project is likely to fall into category B (B+ for BSTDB). The categorization is not final and will be confirmed at a later stage. ESDD will be carried out by the LTA and will include a review of the design and operational standards of containment areas and laboratories in order to confirm compliance with WHO guidelines for bio- safety. All the key E&S issues will be addressed through a project- specific ESAP.
