Description and Purpose of the Operation:
Provision of a guarantee to Aktor Group, a leading Greek construction company. The BSTDB financing supports the Public-Private Partnership (PPP) Project “University of Crete Student Halls” which aims to develop modern educational facilities on the island of Crete. The project’s total cost amounts to EUR 250 million and is also backed by the European Investment Bank (EIB) and Piraeus Bank.

Developmental and Regional Cooperation Impact:
The Bank will support an important PPP project, developing social infrastructure sector of Greece. The Project, aimed at development of educational facilities on the Island of Crete, has high priority for both the Hellenic Government and the EIB. By providing modern, affordable housing options for students, the initiative is expected to significantly enhance the Greek higher education system—attracting talent from across the country and improving access to quality academic life.
Environmental Classification and Impact (summary):
Screened E&S Category B as per BSTDB E&S screening. The Project falls into the business activities with potential limited adverse E&S risks and/or impacts that are few, generally site-specific, largely reversible, and readily addressed through mitigation measures. The ESDD did not identify any material E&S risks or impacts related to the project's development. The project's activities to date comply with both EU and national regulations. The operation will contribute to meeting the UN SDG 4 aiming at ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.
